Overview
Testing fees collected through the Vanderburgh County Contractor Testing Portal are associated with contractor licensing examinations administered through the testing program.
Because testing fees are used to register and provision individual examination attempts, refund eligibility may depend on the status of the examination at the time a refund is requested.
This policy explains how refund requests, duplicate payments, cancellations, technical issues, and other payment-related circumstances are handled.
Refund Eligibility
Testing fees may be eligible for a refund only when a payment was made in error, a duplicate payment was submitted, or an examination cannot be provided due to an administrative or technical issue outside the candidate’s control.
Other refund requests will be reviewed based on the circumstances of the request and the status of the candidate’s examination.
Examination Attempts That Have Already Been Provisioned
Once a testing fee has been processed, the candidate’s examination attempt may be created and provisioned through the remote testing system.
All testing fees are non-refundable once the test is provisioned.
Examination Access and Expiration
Once an examination attempt has been provisioned, the candidate will receive access to their examination session. Examination access remains available for one year from the date the session is created.
Candidates may complete the examination at any time during that access period, subject to the requirements of the remote proctoring system. Because examinations are not scheduled for a specific appointment time, traditional cancellations and no-shows do not apply.
Failed Examinations and Retesting
Payment of a testing fee applies only to the examination attempt for which the payment was submitted.
A refund will not be provided solely because a candidate does not achieve a passing score. Candidates who wish to retake an examination must register for a new examination attempt and pay the applicable testing fee again. The same testing fee applies to each examination attempt.
Duplicate or Incorrect Payments
If you believe you were charged more than once for the same examination or submitted a payment in error, please contact the contractor licensing program.
Verified duplicate or erroneous payments may be refunded to the original method of payment.
Please provide sufficient information to identify the transaction, such as your name, email address, examination type, and approximate payment date. For your security, do not send complete credit or debit card numbers by email.
Technical Problems
If a technical problem prevents you from beginning or completing an examination, please contact the contractor licensing program as soon as possible.
Technical issues will be reviewed to determine the appropriate resolution. Depending on the circumstances, this may include restoring examination access, providing another examination attempt, rescheduling the examination, or issuing a refund when appropriate.
Candidates should not submit another payment solely because of a technical problem unless instructed to do so.
Refund Processing
Approved refunds will generally be returned to the original payment method used for the transaction.
After a refund is issued, additional processing time may be required before the credit appears on your account. Processing times are determined by the payment provider and financial institution and may vary.
Payment Disputes
If you believe there is a problem with a testing-fee charge, please contact the contractor licensing program first so the transaction can be reviewed.
This provides an opportunity to investigate duplicate payments, technical problems, examination-access issues, or other concerns and determine the appropriate resolution.
Nothing in this policy limits any rights or remedies that may be available under applicable law.
Policy Exceptions
SIBA and/or the applicable contractor licensing authority may review unusual circumstances on a case-by-case basis when appropriate.
Approval of an exception in one circumstance does not necessarily establish eligibility for an exception in another circumstance.
